(1) It means the development of the village is under the control of the village panchayat who is the government in the village across the country. The presence of Panchayati Raj and Nagarpalika institutions is by itself a significant achievement and would create atmosphere and platform for people’s participation in government.
(ii) This statement is mentioned in the flag because it is the constitutional right of the people or the village to govern themselves and this right has also been made fundamental by nature.
(iii) Community Development Programmed of 1952, with a three-tier system was the first step towards local governments.
